This report is also known as the HMC-4 report. It summarizes all load and discharge activity. Results can be submitted to the Energy Institute’s Oil Transportation Measurement Committees annually. The general findings are published each year by the Institute’s Petroleum Review. This report is based on Discharge Quantities. For Load Parcels that have been matched to a Discharge Worksheet, the discharge quantities are used for the report. When generating the report users have the ability to include Load Inspection Worksheets that are not matched to a Discharge Worksheet.
